Alright. If there's any other instance of a CtG attack proper, I'm open to MHS. Otherwise, I would prefer just scaling the cast to Hypersonic, with the higher echelon individuals outlined in the OP being "At least Hypersonic".
To avoid further cluttering of the thread, I'm going to say that it is my opinion that the match is probably fine to stay, even if it is a borderline case. Aside from other staff weighing in on that ruling, I consider the discussion finished.

You definitely do need a CRT for any statistical change, although if it is determined to be self-evident by the staff involved it can have as little as one approval to be accepted. Scans and phrasing adjustments may be done without a CRT as long as they appear above-board.

I don't think those issues of timeframe for creation are particularly relevant, as they don't imply some great timeframe. They also aren't (obviously) relevant to the feat of sustaining their zones...
"Moves at lightning speed" is one of the most common instances of flowery language in all of literature, so much so that as a wiki we tend to expect evidence that it isn't flowery language; that it is flowery language is the default assumption.
