This is my very point, the talk of it generally in regards to "other verses" is unneeded when this isn't the only thing in isolation, there is other evidence coupled with it so focusing solely on that and generalizing is like very much unnecessary imo.

that is true. But I wouldn't call them EXACTLY at the speed of light. And since particles are not light, the scan of Penny's beams being rays of light contradicts with them also being particle beams.

These actually would take away from it being light normally but Penny's at least usually are portrayed as being like emitting heat and melts stuff usually so its fine
Also like given the statements we do have they're all like Penny's lasers that are said to be made of light meaning RWBY lasers have two of three criterias met for light speed lasers
