Okay. I know it sounds insane and it really is. But let me cook here a bit.
Gun Girl Z or Houkai Gakuen 2 is the first story canon gacha game of Mihoyo.
In this game, there're "Beyond Space and Time" gods and "Mythical" gods. Most Mythical Gods are conceptual beings. All of them exist in a meta fictional place called Babylon Academy. Beyond Space and Time gods exist beyond Universe which is used as 宇宙. 宇宙 = Universe term which refers to a structure that contains every canon games Mihoyo ever produced. This term is often used when talking about Imaginary Tree.

Proof for "Mythical" Gods being Conceptual Beings

"It is my duty to bestow death upon all things."

In endless battles, countless gods were slaughtered by her, and after each god died, Zeus plundered their concepts and internalized them as part of himself. When the turn came to Thanatos, Zeus spared her life because he wanted to enjoy this kind of happiness that dominated everything forever and did not understand why the concept of "death" was necessary for him.

This should suffice to say Mythtical Gods are conceptual beings. Although this seems a bit stretched, they are like Aeons in Honkai Star Rail whose embody philosophical concepts. These gods embody more fundamental concepts of The Universe. It's safe to say these gods are on the same level as Aeons.
One thing to note here is not all godheads from Babylon academy are just Mythical gods and Outer gods. But mostly are mythical gods whose embody a certain type of concept.

BUT! You might want to say "Just because Mythical Gods are conceptual beings, they aren't necessarily equal to Aeons".

Imaginary Number Space or Imaginary space is also called Anti-space. So there're three places to note here. First is Original Land which birth familiars. Second is Wonderland which is a new contient where familiars moved to after the war between Hyperion and Moonlight Throne. Third is Babylon Academy. Wonderland is stated as a reverse space of human world. I don't know chinese but I will try my best to explain this. Sry if this interpretation was totally wrong.
The wording here is 反轉空間. It has the word 反轉 for reverse and 空間 for space. The word 反 means reverse or opposite or anti. Basically, in contrary to something else.
If you normally translate 反轉空間 as reverse space, you would think it's existing upside down from the human world. But 反轉空間 can also mean anti-space here because it's contrary to human world aka normal space. My conclusion here is most of godheads exist in Imaginary space which is the same as Aeons.

Human cognitions, consciousness, fairy tales, all concepts can be reproduced and integrated in another way in this new world. Most of the godheads are made up of faith. Their faith level is directly correspond to their power level. You can gather faith by live streaming, writing novels and publishing it...etc. You can even change your godhead identity and concept by tempering with faith. Or also use these faith to produce another godhead. It's kinda similar to Aeons whose powers directly correlate to their path's width. Since Original Land, Wonderland and Babylon are related places in their contexts, their underlying concepts are the same. Familiars, Godheads, Fantasy Godheads, Awakens, they all are basically the same in a sense.

Is there even any feats to prove that they are powerful? You might ask. Well my friend, all of these places I've mentioned are supposed to be meta-fictional compared to human world. So comparing power levels to each other won't ever make sense since they are just gods attending school. Bu-but that won't convince you guys, right?
Ling Yi (Scriptwriter inserted character) and Hyperion once told Moonlight Throne that there are stronger familiars than them. Some possess the power of the stars and universe and some are gods. So this is not much of a headcanon to compare Mythical Gods with Aeons.

"Beyond Space & Time" Gods or Outer Gods for short are far more powerful and superior than "Mythical" Gods.

Lord Of Myrid Realms is able to create a universe full of conceptual gods and create a concept that can end these gods.

In a universe where there was neither "birth" nor "death", there were constant wars and hatreds between the immortal gods.
In this universe, no existence knew why they were at war, and this was the case from the beginning. Therefore, everything in the universe during the Age of Chaos was drowning in never-ending suffering.
The Lord of Myriad Realms outside the universe realized the problem: The universe and the gods he created were in a meaningless cycle, and there was no flow of time.
In order to overcome the defects in the system of concepts, the Lord of Myriad Realms decided to give the universe this basic functioning concept:

Qualification Reasoning for Tier 0 of Yog Sothoth
1. She is the Tao (Dao) itself as both are stated to be not restricted by anything. It's non-dualistic. When bubble burst, dualities like Life and Death are resolved into one. As entry 2 describe The Tao that can be named isn't Tao but rather a manifestation of it. Because Tao can't be named or apart of anything that can be named. This eternal Tao arised and exists from Yog Sothoth's bubble. The named Tao emerged from the bubble and only become true and real after entering the bubble. As original Tao Te Ching describe :

The Tao that can be told is not the eternal Tao;
The name that can be named is not the eternal name.
The Nameless is the origin of Heaven and Earth;
The Named is the mother of all things.

There was something undifferentiated and yet complete,
Which existed before Heaven and Earth.
Soundless and formless it depends on nothing and does not change.
It operates everywhere and is free from danger.
It may be considered the mother of the universe.

2. There's no multiple beings comparable to Yog Sothoth although there're other outer gods, none of them has the same level power as Yog Sothoth. (And their relationship were never actually shown)
3. There's no fragments of her. But she has "Aforgomon" avatar whose has more violent personality.
So far there's no contradictions from getting her Tier 0. Although she belongs to Cthulhu branch of Babylon Academy, she was never mentioned in other's story.

Extra Reasoning for Tier 0 (meta reasoning)
Well, after reading her kizuna story, it made me think. Isn't the power so called "Description" or "Definition" just concept of fictions? Writers in real life use description or definition to form a story. In the entry 5, the speaker is congratulating someone for reaching here and ask the commonality of above four entries. Since the speaker said "Hello", it can't be that the speaker is talking to a person who exists in-universe. The only possibility is the speaker is breaking the fourth wall and directly speaking to us. As stated here

You, for example, are looking at this line of text, and as I am, looking at you through this line of text.

The academy already has meta fictional inserted characters like Houkai chan (Game Master) and Ling Yi (customer service girl from HG1) who is known as one of script writers of GGZ.

Here is the final conclusion :
Yog Sothoth isn't restricted by anything. She is the nameless Tao itself since the bubble leads to Tao is hers and both of them are describe to be unrestricted.
Yog Sothoth's divine power is Description or Definition. Can use it to make worlds that is eternally independent and unconstrained.
Since her divine power is the very concepts that can be used to create fictions, she transcends this description or definition which is stated as :

Only by surpassing boundaries can one set boundaries. Because of detachment from all things, one can create all things, and thus, everything is born in one's hand.

This is more than enough to consider Yog Sothoth as Tier 0.

Yes, it's all the evidence for Tier 0. But the entire context can be found in the scans I provided cuz I only cited some phrases from it.
I updated the profile a bit by adding more explanation in boundless tier since it seems lacking. Other than that I've nothing to improve since i'm pretty new to making a tier 0 thread and new profiles.

王审视着臣民与沃野，那是他的所有物。

然而，并不因此自傲，也没有半点欣喜。

纵然是宇内所知的最伟大的人，号称“古往今来的智慧王”，但他也仍有许多无法了解，不可理解，不能明白的事情。

——世界从何诞生？神祇居于何处？万物之间是如何变化的？以及最重要的……人类为何会死？

“神啊……”

王被苦楚与疑惑蛀咬着内心。他祈求着神的回应，苦思着疑问的答案。

他仰望着天空，想象着厚重云层背后神明的面貌。

然后——

王看着横挂在天空上的巨大泡沫，睁大了眼睛。

“那是——”

门在眼前被打开，琉璃般的泡沫簇拥在身边，这是神明对他虔诚的奖赏，王感动地留下了泪水，心中明悟着无穷的智慧。

几个月以后，王坐在案前，决定将神明赐予自己的领悟分享给其他人。

然后，沉默良久，王在莎草纸上写出了第一行文字：

“虚空的虚空，虚空的虚空，凡事都是虚空。”

The king examined his subjects and his fertile fields, which were in his possession.

However, he did not feel pride, nor did he rejoice in it.

Even though he was the greatest man known in the world, the "Wise King of the Ages", he still had many things that he could not know, could not understand and could not comprehend.

—Where did the world come from? Where does God reside? How do all things change from one another? And most importantly... Why do humans die?

"O YHWH..."

The king was bitten within by bitterness and doubt. He prayed for God's response and pondered bitterly for answers to his questions.

He looked up at the sky and imagined the face of God behind the thick clouds.

Then—

The King looked at the huge bubble that laid across the sky, and his eyes widened.

"Is that—"

The Door was opened in front of him, and the crystal-like bubbles surrounded him. This was the reward from God that he got from his piety. The King was moved to tears, and he had acquired infinite wisdom in his heart.

A few months later, the King sat in front of a table and decided to share the Wisdom that God had given him.

After a long silence, the King wrote the first line on the sedge paper:

"Meaningless! Meaningless! Utterly meaningless! Everything is meaningless!"

New millennium, at a speech about Gods.

"... I believe that all Gods are some kind of projection of the human heart, and that this projection is either about nature or about the person themselves. In the end, apart from in Human Consciousness, God cannot exist."

After making this assertion, the speaker strode down the steps with his head held high, follow by an unceasing applause.

Getting into his car, he drove away from the venue, the Speaker closed his eyes and held his breath in the back seat of the car, enjoying a moment of peace after his success.

Soon however—the driver's voice broke the silence.

"Sir... I heard the speech you just gave, it was impressive..."

"Oh?" The speaker smiled to himself, "Do you also care about such metaphysical things?"

"It's not that I don't care... But that I think that Gods actually exist too."

The Speaker frowned at the driver's retort: "Oh, it's common that people who believe don't like the existence of Gods to be denied. It's only in order to gain wisdom and deny the reality of God that a leap in cognition can occur."

A cold sweat suddenly flooded the Speaker's back.

Not only because of the driver's languid tone, but also because of the dreamy glow that suddenly flooded the window, as if the car had broken into some door and entered the interior of a giant bubble.

Then, from the driver's mouth, came truths that the Speaker could not believe—the origin of Religion, the Birth of Gods, the Origin of Wisdom, the common experience of preachers... And, the Eternal Bubble.

A few days later, people began to search for the missing preacher and found his vehicle in the mountains, but they did not find him within.

Somehow the car was badly damaged, as if it had fallen from a high cliff, but it was perfectly placed at the top of the mountain.

不过，仍有人捕捉到了关于“泡”的蛛丝马迹，为了找到“泡”，人们将与其形貌相似的丹道视为通往“泡”的路径。

The gentle voice of the old man, like the fine rain of Puze, calmed the anxiety in the guard's heart.

"The Dao is right there, it's behind the door, but also inside the door. The door itself doesn't actually exist, but it can still be seen. This really is the origin of all which is mysterious."

A dreamy bubble rose up from the Hangu Pass, and the old man's figure slowly rose up into the air along with the Bubble, the crystalized world behind him dazzling the guard. And his voice continued to ring out:

"The Dao that may be trodden is not the eternal Dao. It arises from the bubbles, and towards their direction it is born.

The name that can be named is not the eternal name. Coming forth from the bubbles it takes form, yet entering them it becomes real.

The door is the beginning and end of all living beings, it is the root of that which is mysterious. As bubbles are cut short and shadows are extinguished, life and death complement each other."

Just after the old man completely vanished, the guard compiled his words into a book. However, he removed the descriptions of these "bubbles".

Yet, there still are people who were able to grasp the still threads reminiscent of the Bubble. In order to capture the Bubble, people will look through the path of the Bubble together with the Golden Dan which resembles it.
