On Hōōmaru Rei’s page, this is her second key’s AP justification:

At least Country level (Satsuki considered the mech to be her ultimate power with strength far greater than her own)

Um... where exactly is this coming from? Unless I just missed it, or it’s dub-only, this statement was never made, and the Defense Apparatus needs a different reason to have its tier.
 
That was definitely said but it should also be added that satsuki build the defense apparatus as the ultimate weapon against the primordial life fiber
 
Could you provide a clip of the statement? Cause I watched the OVA yesterday and I don’t recall anything like that.

Okay, that’s good. Then it’s justification should be changed to that, and the Satsuki statement should be removed unless you can find that as well.
