I have a question about one of Rimuru's Skills/Magical abilities.
"Coercion: Enables the user to intimidate a range of targets. Scales to the strength of the user and the targets' ability to resist it, the effects range from feeling hostility to feeling fear up to losing consciousness."
When It says that Scales to the strenght of the target and the ability of target to resist It, It means that it depends of the strenght/AP of the user for It effectiviness on affecting a weaker or stronger target?. Or when it says that the ability Scales to the strenght of the user means how big would be it's range depending on the power of the user?.
