I think Dovahkin's time stop is inferior. He still needs to shout it and he hinself gets affected by the slow motion. Oakvale Hero can tap through it much faster and easier, and unlike Dovahkin, he can still move at his normal speed while using his time manipulation.

Im going with V easy. We are talking about the guy who can punch through a person's chest cacity and even capable of dodging point blank fire in the comics. Simply put, V is superhuman, Rorshach is not.
For now, I'm going with Max Payne. Better shooting abilities (he can John Woo dive himself towards a whole squad of enemies, something that Michael couldn't do). And he's got better training as having both an NYPD and DEA officer history.
