I don't think those are cases of Ki amplifying a character beyond their normal power so much as the characters simply holding back, with "flaring up their Ki" just being them revealing their actual full power. Like in the Burter and Jeice example, Goku's baseline power isn't 5,000, it's 80,000. He's just suppressing his power to conserve energy, as Vegeta says (It doesn't look like he's suppressing it in terms of speed either, cause if he was really operating at 5,000 he'd be the one getting blitzed not the other way around). The DKP example is pretty explicit with that "Since my life shortens whenever I fight at full power... I prefer not to, when I can avoid it."

Your Ki grows the most when you are training your mental facilities and honing your energy specifically, but your Ki also naturally develops alongside your body, due to a culmination of a number of different factors (e.g., genki, shōki, life force, willpower, etc.). Ki is the life energy of the body, after all.
