I think for Deltarune, I'd say he'd probably be fine with High 8-C and hypersonic, but I'm not sure about the crazy KE and FTL stuff.
He might agree with the Titan scaling, but I'm not 100% sure on that, it could go either way tbh

He's not attacking, but he's on the opposite side "fighting" against you. Anyway, Sans says he'll go easy and choose not to damage you in the Pacifist fight. You can take that as you will

Jevil is literally show to be moving "frantically" and that not just because jevil is chaotic but because he have increase his own element through the "mask" they have this increasing his own wave or in this case chaos magic

They are also a devil as it would explain jevil knife is from his original element before the mask

there is also another one being mousewheel since combine three into one creature and they still have thier eletric element although what increase is thier rat wave or rat magic

Water in this case is also affected by waves effect since fire wind ice are connected with the wave system although it weird due to this

Water can be affected by gravity of the sun who is giant mass of plasma but also affected by the wind waves and the lack of energy from heat of the cold

Undertale/Deltarune is a popular verse and thus is for the most part under closer scrutiny so it prevents wanking to an extent.
Undertale Player is in fact Low 1-C though.
