Is this even still a thing? Everyone scales to the same things and if you go in with no DEF against Asgore, you're getting destroyed.
Is Asriel the only time this is the case?

It has always been a thing, yes. Also, you're taking 1 or 2 damage per hits if you go in with zero armor, the fact you can survive him at all is proof that determination changes your stats.

Ain't he do 10 damage, so basically 2-shots you?
I remember trying it a while ago and your damage at LV1 with a stick is just awful, against Undyne I was like barely moving her health bar.

Not when he's around the same level of power as Undyne, who's also around the same level of power as Papyrus, who's around the same level of power as everyone else.
Like yeah Asgore's stronger, but he's not the Thragg of Monsterkind or whatever.
 
Just throwing everything at the wall here;

  • Undyne breaks a bridge (Street level to Wall level)
  • Mad Dummy's missiles explode (Street level?)
  • Mettaton blows up boxes (Wall level)
  • Greater Dog lifts and carries snow (Wall level. I think you actually calculated half of this one, Charmander?)
  • Frisk tanks getting hit by a rock (Street level)
  • Papyrus breaks window (Street level. Not calcing this cuz glass is miserable lol)
  • Mettaton NEO blows up (Debatable if this is anything, might get 9-B)
  • Mettaton telekinetically moves boxes (Wall level. Calced at Small Building, but uses lightning speed. Actual speed would be much lower)
  • Undyne hitting a puck into the sky (Wall level. Alarm clock, maybe canon maybe not idk)
  • Frisk destroying mini Mettatons (Street to Wall)
  • Undyne lifts boulder (idk lol)
  • Frisk cuts through Undyne's armor (idk if this counts. Street)

If you round down enough, you can get a normal human downscaling from Goku.

Asgore (80 ATK) > Undyne (50 ATK) >> Papyrus (20 ATK). Are we going to downscale 1 ATK Froggit from Asgore's 80 ATK via "rounding down"?

It's accepted as canon. It's get referenced:
  • We heard about Holidays existence in the clock first. We saw Noelle leter in UT anniversary stream
  • Toriel being weak to alcohol was first mentioned in clock. Deltarune chapter 4 showed it

The logic doesn't work by default. There is no functional difference between "heavily downscaling" and just scaling to a lower value relative to the high tiers. A 8-C character can be considered tough by a High 8-C character, as long as the tiers are close enough, and the gap isn't some absurd quantity.

Not that it matters much, the current ratings are upscaling from Ice Cap.

The reason for that is because the gap between tiers, and the tiers themselves aren't canon by any stretch of the imagination.

You could get into higher tier via 2^k where k is a cardinal... Not sure why I'm bringing this up for Undertale, but still.

If there's actual evidence, I'm sold, if it's an argument from interpretation, we're going to have a few problems. I don't think there's any statement and guides that describe Sans' ability in a specific way, so I'm guessing it's an argument from interpretation.
 
Anyway, the purple soul mechanic need follow what they mean in-universe since it "perceverence" thus follow "perceverence" damage

Susie show this through her perceverence to continue soo sans KR just need to be the opposite of such thing
