We see Cerydra has to die to change the laws of Amphoreus, specifically restructuring the Worldbearing Coreflame + Era Nova in 3.6. She even had to offer up her life to give Herta and Screwllum temporary access to the ultimate protocol.
It's only Talanton, the titan, that has full law manip, the coreflame explicitly doesn't give full law manip. Even then, it's limited in what it can do:

We arent saying they cant destroy the universe its just that they cant do it with a mere thought. That would be weird narratively since that would mean every thought an aeon has is constantly destroying the universe while Fuli is reviving it basically every second (every nanosecond for nous since hes Nigh-omnipotent)
