This one is also called "Event", by the way. So it was changed to occurance in a later patch, but it never had the universe statement even in 1.0

^Why is Cerydra and Cyrene's law manipulation via law manip not limited? We see Cerydra has to die to change the laws of Amphoreus, specifically restructuring the Worldbearing Coreflame + Era Nova in 3.6. She even had to offer up her life to give Herta and Screwllum temporary access to the ultimate protocol.
It's only Talanton, the titan, that has full law manip, the coreflame explicitly doesn't give full law manip. Even then, it's limited in what it can do:

It doesn't really scale to the higher uses of law manip in Talanton's case, especially not in Cerydra's since:
At the very least it should have a weakness section because she needs to offer something of equal weight.

I'd approve of that tbh since Welt has to use his own honkai energy to help power the Star of Eden, it can vary in power from person to person. Which is why Bronya's Zeroth is better.
