A canonical hard-stop at some tier.
For example, if a character is stated to 100% die to a (stated) 1 ton bomb then it will be very hard to get them past that value unless the value itself is very inconsistent.

This is not something I can confidently answer, as it depends on the verse in question, the overall feats and its narrative.
But stuff like falls, piercing damage or bullets is absolutely not it for like 90% of the time, as Toby Fox is not a powerscaler, but just a normal dude who thinks that these things are super impressive due to still thinking by a human POV, and this is not an isolated case.

To give an example of a working hard-stop, I can bring up speed.
In JJK there is the infamous Mach 3 statement that made the verse get downgraded HARD in speed. It's issue is that outside of questionable speed of techniques, all characters generally showed feats around that level or below and it was consistent, making the statement work.
On the other hand, there is the Mach 10 statement in MHA for All Might which is 100% inconsistent with visual showings that give us feats of 100s of kms being covered in literal seconds.
In AP, something similar could work.

It's really hard to properly gauge as we never see its edge properly. I tried doing that and only got like a kilometer which is clearly not the case since its a bigass city.

Narrative is always above statements. I can get behind that.
I mean, in a sense of, "the story clearly is written for these characters to be faster than Mach 10, so the number is meaningless."

It is definitely within multiple kilometers in range alone, as a Dark Fountain on its own stretches so much that Kris cannot see where it ends.

A while ago, I tried to calc the size of the city using the roller coaster; if i remember correctly using the ones from the battle with Berdly gave me about 15 km, and using the ones from Spamton Neo gave me about 34 km.
Another method in the spamton fight gave me over 100km

Using Tier 9 antifeats, like fall damage, without any intention of bringing them that low is asinine. And it isn't really consistent with Tier 7 either, the gap is several millions of times still. Especially with video games where fall damage and the like is famously abused, often right after a character withstands or performs feats several orders of magnitudes beyond that.
The rest of the reasoning is fine for the downgrade to 7-B, I just had to clarify this.
