Extremely complex plans, comparable to his mentor Kramer
Implied to have become a proficient engineer in a very short amount of time to build the pendulum trap for Seth Baxter, enough to fool the police and FBI with a copy-cat trap despite them having studied Jigsaw's MO. His audio encryption in killing Seth also almost perfectly replicated Kramer's voice, which the FBI later were very impressed by. Kramer would later teach him more so that Hoffman could help set up a lot of the more complex games seen later on.
Later, Hoffman picked up extensive medical skills and chemistry knowledge, allowing him to perform the various medical operations (surgically inserting stuff into subjects without killing them, setting up tests like the husband/wife duo who were shishkebab'd with rods precisely so that the wife would live if she pulled her rods out, which would kill the husband, but she would die if she left them in) and concoct deadly nerve agents like sarin gas, which typically is done by scientists in extremely controlled environments.
Ofc the typical mindgames and twists in SAW require some crazy psychological intuition/knowledge to predict people's actions
That's on top of his background as a detective
So being a master strategist, detective, and engineer with chemical, medical, and psychological knowledge -> Genius.
And I think his fast mastery of engineering and medical which would typically take years (speaking from experience on that second one), even under education, would push him into the superhuman range for the "At least Genius"
