Self explanatory premise - I would use different characters to fight Mr. burns at his weakest key and I we discuss how many Mr. Burnses it would take to actually defeat someone from this list (that could be changed overtime)
But here are some rules:
  • There would be 2 conditions - with equal and unequal speed
  • Mr. Burnses are 10-C and Bloodlusted
  • Mr. Burns don't have any weapons
  • Mr burnses win if there's at least one of them survives and their opponent is dead
  • Decimal numbers could be used, to find how much % of power character needs to lose to 1 single Mr. Burns extreme diff

So, as far as I know, his hate is what him alive and going, so I'd consider that a bloodlusted Burns should be able to take on The Authority, as unlike him, he can walk, meaning he is stronger

Need to find out if the characters that the Mr Burnses are fighting have equipment (both profile-listed and theoretical) and are at their maximum/highest keys, cause given the right resources, not even a whole country's worth of Mr Burnses could take down an average human with armour, weapons and vehicles under the conditions you listed.

Average human is 10-B with nothing else, Homer is unarmed, I.M.P. have their standard equipment maybe except grimoire

Considering an ant can overpower Mr. Burns, the average human could probably tear a Mr. Burns in half with their bare hands. The Mr. Burns' best strategy would be exhausting the person, as, you'd eventually get tired even if you were squashing ants, and suffocating them afterwards. I would guess that at least 50 Mr. Burns would be necessary.

Well, would number increase/decrease if speed is equal?
Maybe it would decrease. Equalized speed would mean they would be able to reach the human faster, thus making exhausting him faster. I'd say around 25 Mr. Burns could do it if speed is equalized.

Btw, I would add more characters/structures to the list, but currently thread didn't get much traction to do that

1 Mr. Burns can beat the s*** outta Forky much like i'd wish to do.

He survived getting mugged and the toy can't do anything even remotely close to it
Equal speed or not, 1/100%

To be fair he have some anti-feats that could suggest he might lose to Forky. Like him being carried by a fly, pushed away by an ant, struggling to crush paper cup, breaking his finger by trying to open fortune cookie and getting pushed by camera's flash. Anyways, I heard some interpretation of his Toon force, that it makes him weaker whenever he fights obviously weak opponents (like ants), but if it's somewhat closer to 10-B - he can manage recoil of the weapons and don't bounce back, barely lift a bowling ball and effortlessly jump on the scene and lift his cane (but it might be "Broadway Force", since that feat appeared in his villain song)

Something among those lines+He has non-joke feats of resistance that can display that Forky being 10-B and not proc-ing his Toon Force makes Burns untoucheable to him

I'm wondering how many Mr Burnses could overwhelm and stampede/trample or dogpile the average human, because those could be potential means for defeating through stomping/weight and compressive asphyxia.

I'm actually wondering, if Mr.Burns has every disease, then doesn't that mean that him spitting in his opponent's mouth is a wincon?

Maybe, but diseases doesn't really kill anyone instantly. I think it could work only against The Authority and TWH

Anyways, I think to beat The Weakest Sans it would take something like 3-5 Mr burnses. The weakest sans could one-shot Burns with 1 bone (even though it's not on his JBW page - this attack was mentioned on the original site where he was created), but he would die if he gets touched and 3 Mr burnses would be enough to surround him, 5 mr Burnses would be needed if Sans decides to swing his brother's skull as well

Idk if this an overestimation, but I think I should ask original author of his page

There was a gag that showed Mr. Burns as an object light enough to fall like paper. Considering his other feats, he shouldn't be very far away from a common sheet of paper, which weighs around 5 grams. Anything over 626 lbs (283.949 kg) of pressure can cause fatal compressive asphyxia. Doing some basic math, we can see that it would take approximately 56790 Mr. Burns to cause compressive asphyxia. Obviously, it wouldn't work like that and there's many assumptions, but this should be a pretty accurate number.

So, you're changing the estimate for Average Human?

Not really. That number is specifically to crush a person, but I think that my current number is enough to tire someone out and make it so that they can't breathe.

For the chimpanzee, I think that around 60 Mr. Burns without equalized speed and 30 with equalized speed would be enough. Despite what they're usually depicted as, chimpanzees' strength is often highly inflated, and the 1.5x stronger than a person number is pound-for-pound, which means the difference isn't that much when we compare a common person to a chimpanzee. Still, they're much more savage in how they fight and are overall well qualified for this, so I think that the number stated previously works.
I think it would take 2 Mr Burnses. 1 will die of dehydration, other looses his appetite and kicks the burger/eats it without drooling
This works as well to me

I think it would take 100 mr Burnses to beat chimpanzee, considering their speed, long arms, chaotic behavior and somewhat more robust build than human's (while yes, they aren't gonna one-shot a person, but they are very much capable of brutally mutilating them and breaking bones, so I guess they are in range of 300-400 joules). But with equal speed this number drops to something like 50-60 mr burnses

There is another factor to consider: WHERE are all these matchups taking place? Are we assuming all are SBA?

Currently yes, might be changed for some characters if it becomes completely unwinnable for Mr Burnses (unless you make a cosmic crushing numbers such as googolplex or even aleph number of mr burnses)

I don't think so. In that scene, he was hungry and had just discovered hamburgers, but now he wouldn't have to have that reaction.
He starts showing symptoms of dehydration after one drop of sweat (on S13E16), sallivating should be enough to cause something similar to what happened on that scene

Does anyone have estimates for Weakest Human and Composite Human?

I will assume 4-5 for Weakest Human, 10+ for the Domestic Cat, 100+ for Chimpanzee, 100-200+ for Composite Human and Homer, 1000+ for Gorilla, and... Since Homelander can survive in space and IMP can move to alternate dimensions... However many Burnses Earth can hold will not cut it, at least we need at least a quantity that can fill up all of the universe + whatever dimensions IMP can access, and even then Homelander and IMP can just win by outliving them because none of the Burnses outside of those on Earth would probably survive and those on Earth can be very easily dealt with by Homelander and IMP so yeah Mr Burns may never win 😐.
Worst case scenario, you'd need limitless Burnses to fill limitless worlds/cosmologies, layers/levels of existence, dimensions, multiverses, universes/realms and space-time continua to beat Homelander and IMP, but even then, again, Homelander and IMP can just outlive them for the most part cause the Burnses would die very quickly outside of Earth or other inhabitable parts of worlds.

I.M.P.'s grimoire is restricted, so they won't teleport away from Earth, but for Homelander I'd say it would be enough to make number of Mr Burnses that would be sufficient to cause a black hole (idk how many it would take though)

Also why we need only 200 mr burnses for Homer, when he's (small) building level? That's leagues above chinpanzee and gorilla
