The whole phrase refers only to sword skill. This doesn't mean Mihawk is stronger than Shanks. Shanks is only ever referred to as a kengo (swordsman) and is never called a daikengo (Great Swordsman) like Vista, Wano Zoro or Ushimaru but is obviously stronger than all 3 of them.
