Klaus doesn’t start off with compulsion. He’s usually condescending and will want to test the power of scott.
Plus Scott has prior knowledge so he’ll know not to stay stagnant for compulsion to work

It doesn't matter much he can't kill Klaus because of his regen, Scott as always constantly holds back and is overly friendly making it very easy to be mind manipulated, Scott would have no chance against a martial artist with 1000 years experience even if their AP difference is almost insignificant. Scott could have a chance if he used his alpha transformation but that's something he would never use even if he was losing badly.
Also you said he know Klaus weaknesses not his strenghts, there is nothing on his weakness section about compulsion.

Irrelevant, Scott has a hard no killing rule, which if he broke he would stop being an alpha.

he can knock him out by snapping his neck, or severely weaken him with a stake to the brain or very close to his heart

That would require Scott to win against Klaus physically, and even ignoring the martial arts Klaus is class 50 vs Scott class 5 abusive difference.

Still, Klaus have LS advantage, Experience advantage. And unlike Scott, he's playing to kill outright. And Scott has to drive the white oak stake directly into Klaus's heart, otherwise it won't be fatal, and I don't think Klaus will let that happen.
