Nobara would blitz with any of her attacks because Gov just has Peak Human reactions. Not subsonic.

The Governor has decent aiming skills, being capable of shooting axel from like a long ass distance with a headshot and single handedly shot down 90% of his soldiers with his rifle without missing. In terms of close quarters, he is capable of beating up officer friendly despite being sneak attacked and he is a trained sheriff, so that can lead to something.

Speedgap? At 10m avoiding a subsonic attack isn't entirely impossible. But a supersonic+ attack might be to much.

I need the speed values here to know if either can actually dodge the other's attack.

That doesn't tell me anything. The gap between top of peak human and subsonic's baseline, isn't a blitz.
The baseline of subsonic and supersonic+, is a blitz.

The actual values matter. Like if he's idk 20mps and she's only 50mps, that isn't gonna blitz at 10m. But if she's 50m, a 900mps bullet will blitz her at 10m.

Could be wrong. Gov is 11mps. Nobara 27mps.
At a distance of 10m, he can dodge her attacks (In the time it takes them to move 10m, he'd have been able to move about 4m, it's feasible and within reason, any distance past a few meters he can react fine).
But, at 10m, if she's 27mps, a mach 2.5 (supersonic+) gun, is 31x quicker, in the time it'd take her to move 1m, it'd have covered triple the starting distance (like 30m), aka, she can't dodge it or react.

I assume the Governor is 9-B while Nobara is 9-C due to being in her first key? Due to the AP gap, the former can oneshot the latter while there's no guarantee that Nobara can immediately take down the Governor with her nails, even when taking Hairpin and piercing damage into account.

Now assuming that the Governor is 9-C, there's the distance vs speed argument that Chariot brought up. The Governor scales to Rick, who is 11.752 m/s, while Nobara scales to Yuji, who can cross 50 meters in 3 seconds, which is 16.667 m/s. The gap is actually not that large. From what I can tell, Nobara has to imbue her nails with CE, then strike them with the hammer to send them flying towards the target as projectiles. Meanwhile, the Governor just has to draw his gun and fire. Nobara's attack takes longer but is somewhat mitigated by her speed advantage, so it all boils down to how fast their projectiles are and whether they can avoid them or not. For these reasons, I'll be voting the Governor as he has a much better chance at avoiding a few nails from Nobara than she has avoiding 970 m/s bullets from an assault rifle that can also be fired at full auto.

The Govenor has peak reaction/combat speed which is baseline 10.03 m/s to at most 12.43 m/s

Nobara has around 16.6667 m/s in speed due to being comparable to Yuji at the beginning of the series

The speed gap ranges from 1.3x to at most 1.6x in Nobaras favor (Excluding attack speed of guns)

The only time Governor may go for CQC himself if I recall was against Merle but the context is Merle got snuck up by Governor's goons and beats the shit out of him before The Governor told his goons to screw off so he could kill Merle himself

So would Governor go CQC? Maybe, but only happened because Government knew he had the advantage, and Merle was beaten up a bit by his goons and was drunk (He did not know this I think), and most of the time he goes for shooting.
