Yeah this is a weird matchup, but I think either the Authority could, albeit VERY slowly, destroy the Job Application (since in their stated keys/tiers it's more or less a very old man vs a piece of paper devoid of any abilities), or it'd just be an inconclusive stalemate/tie/draw due to neither being able to do anything to themselves or each other.
The inconclusive stalemate/tie/draw seems most likely so I'd vote for that.

Job application can cause a hear attack with fear manipulation, but I'm not sure how likely is that. So i'd count it

If it doesn't have it at 10-C - i'd make it 9-B and count a BFR (Throwing away that piece of paper) as a wincon for Authority

I'm not familiar with The Authority, but he looks decrepit enough to be totally incapable of working any job whatsoever. This means there is a high probability of him being hired by the Job Application. Note that prior experience, credentials, the job itself, etc are Irrelevant.

If TA's Social Influencing is still potent at this point, he may essentially have Nepotism (Type-1: Parenthood/Type-0: Creator Godhood) over all of mankind, regardless of if that connection actually exists. Major advantage so long as HR doesn't have resentful daddy issues or edgy strains of atheism to negate... actually, HR could be an issue, yeah. But! While it's hard to tell if he could be said to have a country of origin, as long as he isn't a resident of the USA (the country the Job Application is based in according to its profile image) he could use H1B techniques or similar Social Influencing/Madness Manipulation for an instant unconditional hired victory.

...oh, wait, like a fight fight? And SBA means a random encounter with no prep time or prior awareness? Hmm. Assuming that he isn't aware of his own advantages, chances are that even if he's "qualified" FRA he just squints his eyes to see what the paper is, reads only "Job Application" and, before having time to consider any solutions, goes "OH NOOOooo--" and dies from JA's Fear Manipulation taking advantage of his waning health to cause a heart attack.
 
I added this, since The Authority dies from the wind specifically (he's a really ancient angel that die from the wind after reaching certain age)

I gotcha, it's just really funny that making sure wind doesn't exist is a rule that has to be in place for him.

Incidentally, for those even less familiar with the character than I am, the wind kills him as a metaphysical thing, they aren't literally that frail physically as The Authority could still survive being lifted by a couple of people in his decrepit state.

Actually I was saying old man but I changed my mind. The job application will drive him crazy with fear manipulation. Actually, the hax care seems more advantageous. If the AP is already equal, he will get the job application with the hax advantage. As you said, it may give him a heart attack.
 
Gonna vote for authority, due to him being senile and probably becoming illiterate, so he couldn't read what's written on it and won't be scared to death from job application. He could take this piece of paper, look at it without understanding a thing and shred it to pieces or eat it or throw it away. Basically it's just comes down to him being able to understand what's going on and how Job's application fear manipulation works (is it required to read what's written on it? Does it have fear aura that affects anyone nearby? And etc)

Still going with the job application since I don't know the source well enough to know if he's actually that senile & insane, but if he is, then that's a good argument and a very funny scenario all the same.

I'm not familiar with Old Man, but you're basing this on the standards of joke battles, but it still affects him, what you say is too hypothetical.

The dude would need to know that the paper in front of him is a job application for it to affect him, the name is what causes fear according to the page. It probably wouldn’t work if the old man can’t read the “job application” text on the front.

I don't see any source for it, but if the Intelligence section on The Authority's page is correct in asserting that he's "incapable of coherent thought" then he should be immune to the Job Application as others have outlined. Changing my vote to The Authority unless contradicting information comes to light.

Job application might induce fear by looking at the text even without understanding it, since it wasn't specified how it's fear manipulation works (I hope it's not NLF). Also Authority could be not mindless, but instinctive

Also Authority is capable of feeling fear and doesn't have resistance to its manipulation. But it comes down to his ability to read/way of how job application's fear manipulation work
 
Authority FRA. I'm not too familiar with the Job Application profile, but the arguments for Authority do seem to make more sense.
