Goku one taps, as for shonen? Goku is very high in the ranks of power. Just the dragon ball verse in general. DB stomps the big 3 thats for sure.

I helped with a Sailor Moon vs Cardcaptor Sakura blog some months ago and after that was released (we had Usagi lose it) he said we were "dishonest" about Sailor Moon. He's always come off as being some sort of authority for SM and frankly I've never liked his attitude

We did yeah to try and cover both as much as possible. Should say I mainly helped with Sakura's side. On Moon's I only touched feats from seasons 1 and 2 from the OG series. She was largely handled by 3 other friends that worked on it

You'd have to prove that said attack massively upscales from his base stats to begin with, so the answer is, 0. Frieza doesn't downscale from it, he scales directly to it.

Nah, you gotta understand, Frieza somehow managed to learn a technique that amps him bajillions of times here, physically he's just mountain level at best.

The only techniques Frieza has that upscale his physicals are the Death Saucers (Obvious since they're just Kienzan reskins) and the Death Crasher (which he used to clash against a fully charged Kamehameha from a dude who's stronger than him, but I don't remember if this was filler or not).

Why, in God's name, would we assume the giant ball of fire he charged up for ten seconds is an exception to the rule—being that concentrating Ki into a point significantly amplifies its power?

Because there's no such "rule" in the first place. In fact, the ability to significantly boost one's power through a single technique is an exception in the verse, not a rule. Made up "rules" don't count Null.
That does not in any way imply that all Ki users must "downscale" from their attacks. We also already have plenty of evidence that their physicals scale to them just as well.
