Alright let's try and get this over with as soon as possible. Everybody's been pitching in and working on this for the past half a year or so digging through nearly 60 years worth of lore. Here in this thread I asked about the tiers for the cosmology and I think I have an idea on what tier the characters will be now post revision.

So to begin with the Ultra Series Multiverse is directly stated to be based off of Max Tegmark’s Four Levels of the Multiverse. Here’s a quick summary of the hierarchy from Max Tegmark’s official website. So to start off
The catch all term for the various levels of the multiverse are commonly referred to as just parallel universe 並行宇宙 (Heikō uchū) or parallel world 並行世界 (Heikō sekai). Outside of this term other terms used to refer to the different levels of the universe are.
Dimension 次元 (Jigen) being the term used to refer to the level 2 universes in the series which are otherwise just called bubble universe 泡状宇宙 (Awa-jō uchū).
Space-time 時空 (Jikū) is the term used to refer to the normal level 1 universes which are otherwise just called universe 宇宙 (Uchū).
Timeline タイムライン and sometimes time axis 時間軸 (Jikan-jiku) is the term used to refer to the level 3 universes that have branched off from one of the infinite possibilities that existed for the existing universe.
This is further supported by Max Tegmark’s various articles, where he says multiple times that in a Level 1 Multiverse space is infinite and there are an infinite number of universes in a Level 1 Multiverse. Here’s an excerpt for example
Only difference being in the ultra series, the universes in the Type 1 Multiverse are also infinite in size and not just the size of the observable universe.
Examples of level 1 multiverse would be the worlds with the Earths that all the ultras from the Land of Light went to that aren't the Showa Earth such as the Earth that Ultraman Max went to. It's in the same dimension as the Showa Earth but in a different universe. This is proven as the ultras are capable of traveling to these universes without needing all the energy of the Land of Light like in Belial Galactic Empire.
Max Tegmark’s theories which the cosmology was based off of mentions the same thing thus supporting the idea that a single bubble universe contains a level 1 multiverse.
An example of this is Another Space shown in Belial Galactic Empire, which required all the energy of the Land of Light at the time to travel beyond a single dimension into the hyperspace of the multiverse.
As shown here it was stated that the compactified dimensions can curl up into either a 3-dimensional space or 5-dimensional space. Which means that each bubble universe in Tegmark’s proposed theory for the bubble universes can potentially have up to two higher spatial dimensions outside of the 3rd dimension. And since the Ultra Series is already known to have a 4th dimension this may mean that the series has up to the 6th dimension.
I’m proposing this as it was mentioned before in the description for Yapool’s dimension that there are many dimensions. Thus indicating that there might be more than just a single higher dimensional space outside of the 4th dimension (Though it is also possible that this many different dimensions could also be referring to the lower dimensions like the 1st to 3rd dimension). However, in Ultraman X Episode 5, Daichi and Professor Gourman, one of the smartest beings in the multiverse, talk about the Super-Dimensional (Hyperspace) Theory (Otherwise known as the Superstring Theory) and jokes about him eating the 5th and 6th dimension indicating that higher dimensions beyond the 4th dimension does potentially exist.
An example of this is the Heisei Ultraseven series which was directly stated to be a timeline that branched off from one of the infinite possibilities of the future.
The Ultra Series Cosmology has a level 2 multiverse contains a level 1 multiverse in each of its bubble universes. For each universe in the level 1 multiverse there is a level 3 multiverse due to the universes in it quantum-branching infinitely for every possibility.
At least High 3-A,likely Low 2-C
(Had a discussion and Juda’s feat is still just High 3-A. But 4x High 3-A now as the LoL Universe contains multiple universe sized structure)
Edit: Some new info regarding the universe. The universe (or at least the Land of Light Universe) also contains a Mirror World which is also stated to be the 逆宇宙 (Gyaku uchū) Reverse Universe of the 3rd dimension (Universe) located in 異次元 (I jigen) Different Dimension (Yapool's Dimension located in the 4th dimension)). As mentioned above Yapool's dimension is none other than the 4th dimension, however, it turns out the Minus Universe, a universe that is described to be the 裏宇宙 (Ara uchū) Reverse (Inner) Universe (Kinda like Type Moon's 世界の裏側 (Sekai no uragawa) Reverse Side of the World), exists opposite to the actual universe, might exist in 4th dimension space as you can't attack it from the 3rd dimension and Ace was only able to travel there via the dimensional travel ability that the ultras use to travel to higher dimensional space. So destroying the entire universe like Juda also would've destroyed the Minus Universe, the reverse (inner) side of the universe, that possibly exist in 4th dimensional space as well as the Mirror World which is a mirror of the 3-dimensional universe that exist in 4-dimensional space. Hence making Juda's feat of destroying the Land of Light Universe likely a 2-C feat as he would've destroyed at least three universe sized realms (Mirror World, Minus Universe, Different Dimension [Which contains the prior two higher-dimensioned infinite universe]) in 4th dimensional space when destroying the entire Land of Light Universe. And this was what the tiering system said
Characters or objects whose power is uncountably infinitely greater than the prior tiers. That is to say, they can significantly affect, create and/or destroy higher-dimensional structures that exceed lesser objects by an uncountably infinite margin. An example of this is 4-dimensional spacetime continuums of universal size, but this can be generalized to any 4-dimensional structure of a similar scope.
Characters or objects that can significantly affect, create and/or destroy small multiverses composed of two to a thousand separate space-time continuums, or an equivalent.
So destroying 4-dimensional universes should also count as Low 2-C. Therefore destroying at least three of them should be considered a 2-C feat.
At least High 3-A, likely 2-C
So yeah had a talk on discord and this is just higher High 3-A stuff not 2-C
We’re told that Alien Bat had destroyed a universe in the past but it’s unclear whether or not he destroyed the physical universe or also space-time. We are told and shown multiple times however that his mothership is capable of traveling through space and time and they also scale above Dark Zagi who as mentioned above can destroy the universe and affect space-time via sheer destructive power. And as mentioned above in the UCL storyline, we’re told that the barrier that surrounds the universe is considered space-time.
So I’m personally more inclined to believe that his mothership destroyed the universe on a space-time scale as the characters that are far weaker than him at this point in the story are fully capable of damaging space-time and even destroying higher dimension space. And it was said in the series that the time axis is made up of three points as shown in Gaia: past, present, and future. We’re also told that a single universe can quantum-branch into as many timelines in the future as there are possibilities of which there are an infinite amount. Since Alien Bat likely affected time this should at least mean he affected one snapshot of the timeline and only possibly the infinite branching timelines (possibilities).
So either Dark Zagi or Hyper Zetton which had merged with the mothership to enter its Imago form would scale to this. So I propose an at least Low 2-C, possibly 2-A, likely Low 1-C tier for them as Zagi has statements of affecting space-time and is by scaling and statements capable of destroying the universe as well as above characters that can destroy higher dimensions with their powers implying that stronger characters can do the same with their abilities. And the weapon Alien Bat used to destroy a universe is shown to move through space and time and Hyper Zetton was repeatedly stated to be the strongest character in the entire franchise at the time of its appearance and thus stronger than Dark Zagi.
At least Low 2-C, possibly 2-A, likely Low 1-C
So in the Ultimate Force Zero novel, we are told that the bomb affected the Waterfall of Time in the past before its own creation showing that not only has it affected multiple points of the time axis but it also has a range that affected more than just a single universe. This is further supported as we found out that in the script for Ultraman Geed, it was said that King had merged with the bubble universe to stop the bomb’s effect. This is further proven as it was said that the bomb was destroying the entire Side Space which is the name of the bubble universe (dimension) and not the universe. And a bubble universe is a multiverse with an uncountable infinite amount of 5D universes. So the bomb should be 1-C for affecting the entire bubble universe.

So first of all let's begin with cosmology. No staff bothered looking at this cosmology thread so I think I'll just merge that thread with this one and try to get everything important for the majority of the verse evaluated before a potential Son Gohan vs Ultraman Zero Death Battle matchup gets announced due to how popular that matchup seems to be among fans. The 1-A stuff about the Real World will be on a separate thread since we still have yet to figure out the full extent of the different Real Worlds in the series as there's supposed to be countless of those with some transcending the other in the franchise.Here’s the full cosmology blog

In the Ultra Series, the term countless 無数 (Musū) is synonymous with the term infinite 無限 (Mugen). This is shown when the amount of universes are stated to be countless and infinite throughout the series. So whenever something is said to be countless that would mean it’s infinite. Example being the bubble universes. Level I Multiverse
To begin with, the universes in the series have been stated to be infinite in size many times. They were also stated to contain infinite time in Heisei Ultraseven. Each universe is also said to contain its own flow of time as mentioned on this thread a while back. And we’re told that space-time is also the wall/barrier that separates the universes from each other. As well as being stated that there are an countless/infinite number of these universes.This is further supported by Max Tegmark’s various articles, where he says multiple times that in a Level 1 Multiverse space is infinite and there are an infinite number of universes in a Level 1 Multiverse. 4th Dimension
The Ultra Series has a 4th spatial dimension that transcends the 3rd dimension (The universe) and has another dimension outside of the usual length, width, and depth (height) used in the 3rd dimension. It exists above the time axis of the universes as it was said in Ultraman Z Episode 15, that in order to sustain a giant universe, an existence like Bullton who is from the 4th dimension is needed to bear its irrationalities. Implying that the 4th dimension is in fact a part of the universe and is important in the sustenance of one. It is further shown and stated in the Mega Monster Battle Saga, that the 4th dimension is in fact still a part of the universe as Yapool who lives within the 4th dimension fears Reiblood reviving and controlling the whole universe once more. Thus each universe within the series has at least 4 spatial dimensions + 1 temporal dimension.Level II Multiverse
In a level 2 multiverse, there are infinite bubble universes floating around in hyperspace with its own physical laws. As mentioned, in the terminology section, a bubble universe is also referred to as a dimension, and in the Ultraman Geed movie it was stated that a dimension contains countless (infinite) universes. The Tregear novel, also supports this as Tregear said there are many multiverses in the series with those multiverses being referred to as dimensions.Max Tegmark’s theories which the cosmology was based off of mentions the same thing thus supporting the idea that a single bubble universe contains a level 1 multiverse.

If you felt that the Level I multiverse was large and hard to stomach, try imagining an infinite set of distinct ones (each symbolized by a bubble in Figure 1), some perhaps with different dimensionality and different physical constants. This is what is predicted by most currently popular models of inflation, and we will refer to it as the Level II multiverse. These other domains are more than infinitely far away in the sense that you would never get there even if you traveled at the speed of light forever. The reason is that the space between our Level I multiverse and its neighbors is still undergoing inflation, which keeps stretching it out and creating more volume faster than you can travel through it. In contrast, you could travel to an arbitrarily distant Level I universe if you were patient and the cosmic expansion decelerates.

For example, this underlying fundamental theory may be 10-dimensional, supersymmetric and involving a grand unification of the four fundamental forces of nature. A common feature in such theories is that the potential energy of the field(s) relevant to inflation has many different minima (sometimes called “metastable vacuum states”), and ending up in different minima corresponds to different effective laws of physics for our low-energy world. For instance, all but three spatial dimensions could be curled up (“compactified”) on a tiny scale, resulting in an effectively three-dimensional space like ours, or fewer could curl up leaving a 5-dimensional space. Each universe in the series is 5D (4 spatial dimensions + 1 temporal dimension) with the 4th spatial dimension existing above the time axis. Each bubble universe on the other hand is at least 6D due to containing an uncountable infinite amount of these 5D universes and possibly contains two more extra spatial dimensions making them possibly 8D. Destroying the known multiverse including hyperspace would be 7D possibly 9D.The Ultra Series Cosmology has a level 2 multiverse contains a level 1 multiverse in each of its bubble universes. Feats
Juda
Just bringing this up as how it’s the current feat that the High 3-As upscale from so I don’t think I’ll need to explain this again as it’s already on the profiles. But I am instead proposing that Juda gets a likely Low 2-C rating. As mentioned above the 4th dimension is in fact a part of the universe and Juda was originally going to destroy the universe by distorting space. And even during the Showa era the ultras were shown to be capable of affecting and destroying the 4th dimension. Like it's an outlier for the ultras as they clearly struggle against weaker characters but it does show that the characters are in fact capable of affecting higher dimension space with the abilities. So I propose that Juda's destroying universe feat gains a likely Low 2-C for likely having affected even the 4th dimension.At least High 3-A,

Dark Zagi & Alien Bat’s Mothership/Hyper Zetton

Super-Dimension Eradication Bomb
Originally, this feat was treated as where Low 2-C began on this thread. But with all the new info we got for the cosmology this bomb should be upgraded to 1-C.So in the Ultimate Force Zero novel, we are told that the bomb affected the Waterfall of Time in the past before its own creation showing that not only has it affected multiple points of the time axis but it also has a range that affected more than just a single universe. Diavolo was outright shown to destroy multiple bubble universes (dimensions) one screen in the UCL storyline. So he should also scale to the new tier we found for the bubble universe due to the cosmology.1-C (6 Universe)
Scaling
I already have the scaling blog prepared but just to summarize- The current High 3-As become At least High 3-A,
likely Low 2-C(Higher into High 3-A) - Everybody that scales to Dark Zagi (600x Baseline High 3-A) or Hyper Zetton (10,800x Baseline High 3-A) becomes At least Low 2-C, possibly 2-A, likely Low 1-C
- Dark Zagi has a statement of destroying the universe and scales above universe busters with his main form of attack being capable of affect space-time
- Alien Bat has an actual universe destruction feat of unknown level (Could be physical or space-time)
- The current Low 2-Cs become 1 Universe 1-C
- The current 2-Cs become 6 Universe 1-C
