Ah, would you be willing to go to the All-Requests thread and ask for the page to be unlocked? I completely forgot that the sandbox was done both before 4-B and 2-C revisions.
Gonna try and get somebody to unlock it in the meantime. I'll be able to perform the edits.

Not related to this thread but I really gotta open up some of the locked characters with super forms to fix their lifting strength, someday, Mighty and Ray are a little dated.

Oh yes, I can explain.
Basically, Mephiles is a villain that originally appears during a time where the verse is rated High 3-A. However, as a time travel story, he reappears in a boss fight when the protagonist received several amps and is at least 2-C.
The vast tier gap was originally proposed to be amended with a separate key, as the villain displays various abilities innately that previously required verse-related amps.
However, it was decided early on in the thread that Mephiles would be handled in a separate CRT because it was divisive on how to handle it. Technically, the changes to implement a key aren't approved and requires a follow-up CRT.
The person who applied the key is simply jumping the gun, but not maliciously. It seems to have been a misunderstanding.

It was also agreed in this thread that Shadow is only "Evolved" once he unlocks Doom Wing, so he's still at 2-C when fighting Mephiles and Metal Overlord. Like Shake said, this scaling needs to be discussed in a different CRT.

No, it factually was. Sorry, Omega, but it was literally agreed Shadow is only tier 1 when he unlocks Doom Wing (but not necessarily when using it, just getting it). It's in the page AND OP.

His profile quite literally says he's 1-whatever without out, just higher with it.
Don't try to pull that shit, you know how basic ratings work, if it was the way you're saying there would be no 1-C, higher with Doom Wings, it'd be literally anything else, 1-C with Doom Wings.

nope, the OP doesn't mention his tier at all, never mentions where he gets tier 1, nor does it say he is only 2-C until then, it straight up doesn't mention it at all, in fact:
The OP still says Sonic doesn't scale to Shadow at all, thus why he wouldn't get 6D
Aka, no, his tier WAS NOT decided here as it wasn't even a topic to begin with, hence why Metal Overlord is not mentioned in Shadow's profile and vice versa, don't try to pull things that weren't even proposed as being accepted

Jesus Christ, we literally had this discussion already. Shadow is only at his "evolved" key once unlocking Doom Wing. That's the entire purpose of the note in his page. You two literally complained about it before because you thought it was only when using Doom Wing. I edited the note and posted the edit here even, to make it clear he's only evolved when UNLOCKING Doom Wing, not just using it, and you two agreed with it. And now weeks later you're complaining the same thing, again.

Shouldn’t we have waited for the Metal Overlord thread to conclude before placing any Doom Powers in Shadow’s base Gens key? Based on the current ratings on all the profiles, a 2-C Shadow having access to Surf and Morph doesn’t seem right.

There's no reason to have kept this thread on hold because of another one, especially when Shadow's ratings can be changed at a moment's notice based on that thread. There was a suggestion of making a note saying Shadow fighting Overlord to be an outlier, but I didn't implement it because that wasn't agreed by staff.
