The latter, but that's basically like Ness' ToTU hax (aka the passive Fate and Probability stuff), that you can say that's Dio having a passive 1-A hax here, given that stuff is constant.

Characters from Honkai Impact 3rd should get the #1 spot of High 1-C, as their haxxes and resistances are 1-A+ in potency
Characters from Honkai (Star Rail and Impact 3rd) should get the #3 spot of 1-A due to them being 1-A+ and they should replace The Goddess of The Manifold, as her current tier is likely wrong, since it was based on the old Tiering System, so she would either get an downgrade or update based on the current Tiering System

- Since Nasuverse is probably either gonna go on lockdown or be outright deleted temporarily to get a needed clean up. All of their placements and characters repped in the various tiers should be removed from the list for now, and be added back later when the verse is overhauled.
- For 2-A, Final Fantasy should be tied with Puella Puella since neither can win against eachother. FF can't interact with Type 5 Acausality and Puella Puella can't interact with NEP2.
- Characters from Guilty Gear should take 3rd place in High 5-A for Tier 1 Hax and range which put them above Anos and 1st place in Low 4-C for the same reason.
- For 10-C, Ramiris should be moved up into 4th since neither Calina or Chess Pieces can do anything to her and she has far better hax. After that, nominating Asuka R Kreutz for 5th since he can buff his AP and Durability through Magic to High 5-A and Low 4-C, making it so he can't be harmed physically by most people on the list and again, has 5-D shenanigans.

You have to be that tier in base to qualify I believe.

- Characters only qualify for a tier if they are physically in that tier themselves. Tiers through amps that increases both Attack Potency and Durability also works, and the same applies to tiers via technology.

Ji profile was incomplete
Xue ying profile was incomplete for almost an entire year
Yang qi profile uh....Only has 3 keys, all of them being of his end game
The same goes for gu chensha
All of ergen MC profiles are outdated and incomplete
Li qiye profile only covers like 1/3 of the story as of now
And before you nag at me, Warhammer (though now it is in a far better state), starwars, DnD, WOD, nasuverse, and many more

They are outdated because they've been made a long time ago, Noah wasn't.
Also, Li Qiye not covering all of the story due to the story being large af isn't as bad as Noah's. Dude has nothing on his intelligence, just "Average", and it has no reason to have Tabbers since it only has one key without a separate Tabber for resistance.

I hold every MFer accountable for this, and to be frank, ATT, most Warhammer profiles weren't in an incomplete state!

And even then, most of them are still completely usable due to having the content readible, and scans and explanation for everything present (or supporters who can do that), and also the only mc profiles for ergen that are outdated are Wang Lin, who straight up has the longest Ergen Novel, and Su Ming
If you wanted to bring up an "outdated" profile bring up Zhong Yue, but even then, he isn't all too outdated, and if it wasn't for profiles necessitating references I would be fine updating the thing myself
