Also if the lower tier character has any hax that can interact with something on the same dimensionality as the higher tier one.

Yes, unless the higher-dimensional characters have some unique state of being making them hard to interact with or they exist in a plane higher than the lower-dimensional characters range.

Not usually, seeing as their attacks will usually just....bypass anything the tier 2 has

The tiering system here works based on the scale of their power; what they can affect or create/destroy.
As a common example, a character can have the ability to destroy Timelines (4-D) but not necessarily be 4-D themselves (Goku). This extends to higher tiers too.
When you reach 1-A, though, this stops being the case from what I recall.
