Yes, Zoro could get it... Oh, and Goku has also created his own style in his first confrontation with Jackie Chun, Goku's style was unpredictable like an animal or the fact that Goku as a child was more skilled than Son Gohan who dominated all the martial arts in the world.

I think it mostly hinges on UI, which fortunately the manga helps out by having Goku master it to where he can use it at will and even in his other super saiyan forms. That and also the Hit fight, which the differences aren't too egregious iirc

You should also include how he learned predictive combat in 3 days, immediately created a new variation of Kenpo (The Mad Dog/Mad Fist) that counters the Suiken (Drunken Fist, another variation of Kenpo), how he was able to copy a multitude of techniques on sight-(The Kamehameha, Solar Flare, Chappa’s Multi-Arm Barrage, Destructo Disk/Kienzan, etc.)
