Seems to be licensed. You can see the Shueisha copyright below, it was apparently done in a partnership with Big Bang, a company in Peru iirc

I find it funny how there are some/a lot of scans of DBH which is just a text in Japanese without translation and stuff like that.
The justification says "this does x thing" and when you enter, you only see the entire scan in Japanese without a translation.

What allowed the El Manga Legendario, for example, to be accepted is that its text was explicitly produced by Bird Studio and Shuiesha.

That's a terrible rule in the first place, but it doesn't even apply here. We're not fishing for a specific piece of information that changes scaling directly. We'd just be asking if the text was produced by official sources or not.

I'm sure asking whether or not something is canonical wouldn't fit into this.
Just things like, "Is this guy is universal?" or "does this guy have x power?"

Sevil got a warning to stop trying to ask someone that worked for the company for involvement for his scans and got told that it does fall under such rules.

The same Energy used to do the EE is the one used for the normal energy blasts and Physicals, hence why Zeno currently scales physocally to his EE blast in his profile

You'd think their normal energy blasts would erase targets, too.
S'not like the Power of Destruction exists.
Zen-Oh scales physically to Erase because:
- The Wiki erroneously considers Erase an omnidirectional energy attack.
- The Wiki erroneously considers Erase a Ki attack.
