I'd put either Chowder or Gumball over Popeye in all honesty
Both of them are significantly more haxxed and have Plot Manipulation to boot

chowder is better sinse gumball relie a lot in optional equipament to be op, and chowder overwhelms gumballs optional equipament with brain gtub

Gumball barely uses his hax and Chowder usually only uses Plot manipulation when he is given the perfect situation with all his equipment and stuff though

It really in chowder to use plot manipulation trough, both still very much better them the poppey we have today here on the wiki

but I want to shift the focous a little, why Timmy instead of someone like Jorgen? sinse timmy using magic only scales to one wand while Jorgen assivaly upscale from Cosmo who can create aroun 100 wands or Crocker with the power of the magic cupcake sinse It has the same amount of power as a wand but without any of "the rules" restrictions. and isn't limited by the amount of bites on the cupcake

Thinking a bit, Chowder main hax is just a worst version of announcer's sinse both are plot manipulation based, but Announcer's affect to the 5D dimension and is trough based(and announcer also has the hability to come back trough announcer recovery centers) so It makes sense chowder not be in
