Why is goku low 2-C

I watched the DBS anime and i didn't see goku destroying spacetime or winning against someone that destroy spacetime so Why is goku in low 2-C tier
Shouldn't he be at universe lvl only ??

Goku and beerus would reduce the universe to nothingness. Nothingness in DB is lack of space time. So they can destroy space time.

Ultra instinct is something compared to the gods of destruction several times and they have a tier 2 feat.

Jiren is stated to be stronger than any other foe Universe 7 has faced which would include Zanmasu who has that level of feat.

What about zeno 2-C ?
Haven't he only destroy a single spacetime
And dont have a higher feat ?

Most people just doesn't realise that timeline in DB is a large timeline that contain universal space-time in it. That why all those universe are being forced to follow the same time flow due to the larger time encompassing them
