Who else would be upgraded to Relativistic+; Metal Gear Ray, Raiden, but would Gray Fox or Snake be effected? I'm not sure which game this feat came from.

Well, the OP is banned, but MGS4 Raiden and beyond at least should scale from the feat.

Did RAY actually avoid the beam itself? It seems like there's a delay between a line being created and a high energy ray being fired.
Also this is the same robot that human Raiden took out with stinger missiles.

It seems like it can avoid it but it's kinda frame specific, but it's a pretty decent outlier imo given Ocelot would scale (he's piloting the RAY), Solid would scale (he's piloting the REX that beats the **** out of the RAY), Raiden would then in turn scale to Solid, and then so would Vamp and Solidus, and then Gray Fox, and then BB, and then Venom, and then basically 90% of the verse.
Though Raiden taking them out with missiles isn't really an anti-feat, the whole verse can statue bullets and yet they're still a threat because logic. Rel for everyone is just magnitudes above the prior consistent feats (Which I guess would be HH to MHS, given there's an oddly high number of feats in that category).
If this would somehow only scale to Cyborg Raiden it could work, especially if it was MGR, but it scaling to Snake and Ocelot ***** this feat hard imo.
