metal gear excelsus speed feat

For being able to tag Raiden, who's about at that speed. But Excelsus doesn't scale to his AP/dura tho, so honestly scaling it to him at all is perhaps a little sus. I could buy it having sub-rel reactions, but a lower consistent combat speed, seeing as he bodies it pretty thoroughly
