How many layers into 1-A are Marvel Top-Tiers?

Baseline, being a layer above 1-A would mean they are 1-A+ which they aren't.

In simple terms, in the 8th multiverse, eternity is baseline. But the others upscale massively from him.
So, TOAA > HoI > Oblivion > Eternity. So, four layers so far.
The current cosmology is still in development, it is likely eternity will become multiple layers higher than baseline, but the progress is slow af.

Yes, Morrison's cosmology will cap at like high 1-C, bur certain characters like Overvoid will get possibly 1-A/low 1-A tier.
Snyder's is at 1-B or so
Gaiman's will be some 1-C stuff but some characters will have possibly low 1-a/1a rating or so.
