DB scaling is all over the place. It needs a verse-wide revision, and I'm sure one is being planned. And, like, OPM and DB have absolutely nothing to do with each other.

In all fairness, Genos was the one who said the meteor would destroy multiple cities. The meteor's calculation was based on his assessment, so we can't say he didn't know its power.
Anyway, this isn't remotely comparable to Roshi's moon feat, which he actually performed and is relatively consistent within the series. Gouketsu's supposed power level is entirely based on an unproven statement from one singular person, and even Psykos (who falsely believed that her far weaker meat puppet could defeat Tatsumaki) believed he'd be at least heavily troubled by multiple S-Class.
I could see, at best, a possibly rating, but nothing should be concrete here.
