Stewie's return device never created the Cutaway land, he created the Universe, cutaways are set up by characters themselves and created on their own right on the spot, you can see it in that same episodes when they were just creating new cutaways on spot and they can creates those as many times as they want.
If we assume Stewie created the Cutaway Land we will have to assume that all cutaways were already set up at the moment of creation of the Universe which doesn't make sense.

Edit: And that's assuming the events of that episode actually happened, because in the end we see Peter waking up as he passed out at the beginning of the episode before they teleported to Cutaway Land.
