Of course. Like, look at Azathoth and yog. They are tier 0, and superior to the archetypes, who are tier 0 as well.

I mean, in the Supreme archetype key, it literally says it is superior to other archetypes, so likely yes, it can kill them.

Yes, a Tier 0 can be superior to another Tier 0. Azathoth and Yog-Sothoth transcend and encompass the Archetypes, who are Tier 0.
Not so sure about killing them, since change, life and death, and even self in their most fundamental level don't even exist at that point for the Archetypes.

How would that apply to other Tier 0s between franchises, since I tend to see the infamous Maria Ushinomiya vs Azathoth every now and then

What about destroying them?
Wouldn't Azathoth as the creator of all of creation being able to destroy the other tier 0 characters below him?

Yes. People have this weird "all tier 0 characters are invincible" when applied to tier 0's, but in reality Yog-Sothoth can kill every other Tier 0 currently (sans Mathiverse)

Basically, if it's just AP then yeah, Azathoth/Yog-Sothoth does them in. Unless they had a nature that he couldn't deal with (Like NEP Type 2 as an example, although he can deal with this).

I think Ant doesn't like Mathiverse since it's from what is essentially a fanfic of the original Math work, and the fact that it's explicitly not an individual character or being. But I am contented with Mathiverse or Azathoth being the supreme being of the wiki over it being a loli or LN-verse

Yes, so as long as the being is abstract, out of human reach, I'll prefer it over Umineko. And one would be hard pressed to find one greater than Yog or Azzy since they're already ruling or 'superior' to an infinite amount of high 1-As/0s through the Ultimate Gods.
