Yeah, here he's directly admitting the story for this arc wasn't on Toriyama's outline, so even if Toriyama is supervising him, the story is still Toyotaro's idea.

No, he isn't, all he is saying is that it isn't on the anime because the anime is on hiatus, again in the pic I posted there's several interviews where it says the plot came from Toriyama, and only the next arc is going to be co-written by Toyo

Toriyama goes to Toyataro and Toei with a basic story and idea outline, and then they take that and run with it.

Every single instance we've seen an angel they have their staff to begin with, that doesn't mean anything or imply the power come from the staff when every single time everyone is like 'wow, Angels are impressive' and 'wow, Angels can do that' and never ever pay attention to their staff.
Until we see an angel fail to do something they could do with their staff, there is no reason to make up a rule saying they need their staff.
