Grand Inquisitor is stated by word of God to only be slightly weaker than Asajj ventress who is 7-C, this shouldn't make him that much lower, he should be either 7-C or low 7-C by default and he was a full fledged jedi knight which should put him at that level aswell , this could apply to Kanan aswell.
