A problem with Epic Mickey

So Mickey's AP states:

"Higher via reality warping/toon force (He has the same feats as the canon version of Mickey Mouse, the canon version of Mickey at his best destroyed the 4th wall and even modified the chronology of events altering gravity and time)"

May I ask how this would give mickey a rating higher than 9-B? Breaking the fourth wall never gives people AP boosts (if it did we'd have High 2-A Bugs Bunny and Low 2-C Ed, Edd n Eddy by now) and i seriously doubt time hax or gravity manipulation does as well
 
I agree with this. How do you suggest that we solve the problem?
 
While I disagree in general with giving a tier via hax, the latter part of his description "and even modified the chronology of events altering gravity and time", would technically qualify for a "higher" rating under our current rules.

Now I don't know if that's legit or how much exactly he has altered with that, but removing the 4th wall breaking from that part of the description would be enough.

And I also don't know why he has High 8-C+ durability. I couldn't find a calc or a profile for the "Shadow Bolt". I did find this thread which questioned his durability as well, and provided two other feats that would maybe to give a 9-A/8-C rating, but they would have to be calced first.

Yes. Thank you for helping out. The calculations seem to have been accepted to use for us.

To clarify, this is his current justification for a specific attack potency value:

I do not understand how this assigns a specific value.

And this is his striking strength justification:

"Varies, likely at least Large Building level+ via Reality Warping/Toon Force."

Reality warping is not the same as striking strength.

And this is his durability:

"Likely Large Building level+ (Halted his nephews from going into a rampage and causing extensive damage with a steamroller)"

It is also unclear what his actual durability feat is here.
