There's a sailor in my boot

Pretty sure Popeye's baseline. So (Please correct me about Popeye's AP if I'm wrong) Woody has a 133x AP advantage, and Popeye's Low-Godly Regen wouldn't matter as Woody negates it. Although with his plethora of hax Popeye could probably still win (Through things like invisibility, matter manipulation, and BFR, and of course his lifting strength) but it's more likely Woody atomizes him with a poke. So voting Woody
 
Also Woody apparently isn't 4.22 foe he scales above 4.22 foe (I think?). So the actual gap is a little higher

Alright so if his regen negation only works on Low-Godly/Mid-Godly damage then he could still probably win as iirc Pop-eyes low-godly regen requires him to take low-godly (?) damage
 
And then if Popeye's spinach (The whole reason he's High 4-C) runs out well.. Woody's looking at a twenty Undecillion times AP advantage (Since Popeye reverts to 9-B) (Just wrote it with words since I am Not typing out all those zeros)
 
Most of it wouldn't do much to a 133x AP gap (Also his matter manipulation isn't even able to be used for combat, like how I though it would)
 
His Deconstruction, and Transmutation could work but they both require Popeye to hit Woody, which he could avoid with his small size
 
And if Popeye's reduced to his soul then Woody could pummel it with his NPI (Which is apparently really good)

Except that's assuming he falls on that instead of any of his other abilities (And it's not even something he starts with iirc)
 
Exactly he could start with BFR, but then he could also start with one of his less useful hax like explosions, or something that would be mitigated by the giant AP gap
 
And due to his trash lifting strength he isn't even really a good High 4-C with hax useless outside of his verse (besides NPI, and Regen negation that only works on a low-Godly/Mid-Godly scale, and most of his hax are useless in-verse too), terrible range (Except For with Rocket Ruckus), And his only good quality being his AP (scaling above 4.22 foe)
