So Flanders has some decent stuff to seperate him from the rest of the cast like that time he litterally summoned God which if you really want to downplay is building level via lighting also there shouldn't be alot of explaining why he scales to the rest of the cast because Maggie a baby does scale There was also that one time he one shot Homer also before anyone says that flanders doesn't have experiance there was a time that Homer and Ned became bounty hunters it was Sex, Pies and Idiot Scrapes this also shows two things speed wise i really hope that flanders blocking a bullet to save homer could be supersonic which i just want to say flanders mach 1 but this does show that flanders can keep up with homer and possibly knows acrobatics? but with that i'll leave that be nothing else notable that i know
 
I don't think Flanders blocking the bullet is quantifiable, but it's a good supporting feat.

Acrobatics is fine, same as with his scaling.

Summoning should be discussed, but someone mentioned that it happened two times in the series so it should be fine. If accepted, the attack speed for such summoning should be Massively Hypersonic+ with lightnings (considering it was cloud-to-ground lightning that saved Tod).
 
The bullet feat I recall he already was holding the thing in front of homer and it was Glass. So they simply didn't see it.

Should his AP be Far Higher with summoning since it's God who's doing it?
 
Probably not. I think a lightning is even below the 3 Gigajoules the characters are scaling to right now, but I might be wrong.
