Arthur via combat skill and knowledge of how to fight monsters. Pokemon, barring some exceptions, are typically more animalistic than tactical. Also, Salamence is a hothead.

Push comes to shove though, Arthur can pump it up with Mana Burst to such levels that he can counter the A+ ranked Anti-Army Sword of Paracelsus, as well as override its power grab ability.
 
My beautiful husband and the True King of Britain FRA. He has an advantage against monsters and even if Salamence has the maneuverability advantage, most Servants can jump several hundreds of feet into the air, and Arthur has a lot of ranged attacks too
 
Salamence scales massivelly above the 7-A+ feat, to the point Arthur would only scratch him with his regular attacks.
 
Salamence scales massively above a 547 megaton (Mountain Level) feat, that's why he's Mountain+

Arthur is >610 Megatons

At most Salamence has a slight AP advantage that Saber is more then capable of getting around.

Arthur overpowered an A+ Anti-Army NP with Mana Burst. He flexes over the attack advantage with an ability that he likes to spam, albeit with a bit more time to pump it up.

No, Arthur is weaker than Heracles, so he backward scales to the feat
 
Incorrect, he scales above Shirou.

Angra Mainyu did the feat while being born and was unawakened, Saber fights with a serious awakened Angra.
 
Shirou did the feat with an excaliblast

Heracles smacked away a stronger version of the Excaliblast

Heracles is A+ STR, while Arthur is A STR
 
I love how thematic this fight is. The classic knight VS dragon, as Arthur fights to save the princess from the tower!

And yeah, it seems Salamence has the AP advantage at the start, but he should be able to keep up with Mana Burst and other skills.
