"Before anything, I`d like to repeat that the current ratings are based on defeating IRL heavely armored warriors and breating brick walls, not linked to the lore nor plot in any form, so, it is not an outlier by any means as these people should be stronger than regular heavely armored warriors IRL based on various feats, such as Heroes!Duma creating half of the continent of Valentia and the one that is discussed below.

Tempest is not a singular tornado, but multiple based on the statements found here

Greil states he is the one causing tempest in the Griel's Request Tempest Trial and that the number of worlds it affects is "Beyond number" and in the end of the same event, Griel's death causes it to weaken and dissapear, this is again seen on the "Breath of Destiny" event where Roy defeats the boss unit and states the vortex is fading away.
Defeating or affecting the main support of a 2-C to 2-B/2-A (Taking the multiple countless and Griel's "Worlds beyond number" statememt as the support of that Tempest in consideration) Construct is still a feat of this tiering.
This is not a single time thing nor a massive leap in strenght since this event has repeated over 20 times thru the game's lifespan, Ike has solved 2 to 3 tempests, Roy has solved 3, "Marth" has been present in most of them. This should give the heroes involved in Tempests the tiering of 2-C to 2-B or 2-A depending on how we consider Griel's word while he is the support of a Tempest.
We also have further confirmation implying 2-A FEH by the Tempest Trial "Resonating Fangs" where "Marth" calls the origin of FEH Alm to be the "World of Shadows" which is a term used in the Story Mode to represent something as a different time - Space."
