Base Puck was able to go toe to toe with Roswaal, Roswaal is equal to Echidna, so Base Puck should be Small City.

Because of the reveal that Base Puck is the one equal to Roswaal and not Beast of the End though, the witches and Roswaal have to be rescaled off Minerva who is only 1.4 Megatons, so think they should lose the "At least" rating, and just be plain Small City level.

Beast of the End Puck creates a snow storm just being in the form, seen here at 0:33 for example.

According to this, a moderate storm is 6 Megatons, City level starts at 6.3 Megatons, and since Puck creates the storm just by existing in the form, he should be City level.

I would prefer to list BoE Puck as at least Low 7-B+, but I don't object to 7-B.

Assuming the dude isn't even 1.25x stronger when going all out instead of just existing just makes no sense to me

Subaru should have Resistance to Madness Manipulation for being able to endure Echidna's presence:

She was a being nothing like him. It had nothing whatsoever to do with her enmity, or lack thereof. It is helpful that you acclimated so quickly."
