Thor seems to have a massive AP advantage (like 5 times) and Rossweisse usually starts with a huge blast of all kinds of elemental magic which by the AP difference it will hardly harm Thor.

Rossweisse has some abilities that could work like transmutation or sealing, but she doesn't use them, so my vote is for Thor.
 
Thor for higher Ap, better Regenerationn and combat experience while Rossweiss has better versatility people said it's not in her character to use them directly. Thor as DxD Waifu Slayer.

To get him good make a match with every Waifu from DxD to show his glorious Hammer even if he loses.
