Where does Grand Priest's BFR and Time Travel come from? If it comes from Whis, should he not also get some of his other abilities as well? Also, how far does his scaling chain take him above baseline low 2-C?

I think so as well. If the basis for many of the other powers is scaling from other Angels, then it only makes sense

All the other angels are scaled from Whis too.
However I can remember one ability where the U2 angel projects the live telecast of the fight happening in WoV to their universe for their people. Not sure what the ability classifies as.
