My argument from Dialga is pretty much the same for Palkia.
There is literally no reason why Palkia would go with any other move besides what it mainly governs. You can't use a specific fight where Palkia knows prior that starting with its main hax is pointless to say Palkia would use basic stuff in all fights period.

You mean best case scenario it breaks and Goku's fist/ki blast or whatever proceeds to subatomize Palkia via sheer AP right after. A shield is meaningless if it's so much below the attacker's AP.

The OP doesnt say that. And honestly if it's a neutral verse then that should include Palkia's realm. Why it wouldnt be included is unfair to Palkia.
And I still stand by my hax argument. Palkia has been in, like, 4-5 fights in the entire franchise. 1 of them getting godstomped by Arceus, and the rest against it's brethen, who all resist his powers. In fights against different beings, there's nothing justifying Palkia not using it's signature space hax.
