I don't know. I don't believe there's anything suggesting whether he'd do so or not, currently. I assume you're talking about Dress Break. He doesn't use Pailingual like that.
What Ricsi described is from the fanon wiki. Chichigami is the only breast goddess and we don't know her appearance, as she's from another universe and her appearance wasn't described. She's only appeared twice; in Volume 7 when Issei uses Pailingual and it connects to the other universe, and in Volume 25 when Issei drinks a bootleg version of Amrita and apparently almost dies as it's only for gods. After losing consciousness, she appears to him and tells him something.
To derail a little, DxD is not really ridiculous in ecchi, compared to other similar verses. For example, the first volume of Shinmai Maou is more explicit than the entirety of DxD, not to mention the likes of Seikon no Qwaser. As a matter of fact, many fans have been noting / complaining that the ecchi has significantly reduced and it's more of a battle type these days. Replying to Ricsi, I don't know how you look for your info, but it's certainly not a bundle of asspulls for the sake of ecchi. I'm really not sure where that comes from. It's a massive reach and exaggeration, especially considering most of the antagonists are male and Issei's techniques mostly don't come into play in those instances. It's just a normal ecchi verse, with the ecchi parts undergoing an obvious decline. Out of dozens of instances, only three has to do with weird ecchi related stuff helping him majorly in a fight. Volume 5, 9, and 24. Nothing else I can think of currently. There's nothing particularly ridiculous, and it's not excessive either.
The anime mostly exaggerates things. Understandable, but I don't like it. The first instance is Viser using attacks with her breasts, despite such a thing never happening in the novel. I'm not really a fan of the anime. Obviously, Pailingual and Dress Break are weird but the only really weird things I can think of are Oppai Beam, which only happened like twice and Nyuutron Beam Cannon, which was created by his grandfather and has been used only once. Also, Pailingual working on Sona's spirit isn't an asspull; that's its first use. The only thing that kinda came outta nowhere is NBC, and it's his grandfather that showed it to him. He's mentioned to be trying to develop more female oriented techniques.
It's not good to judge a verse based on hearsay, stereotype, the genre, and how it looks like from the outside. I also did not really like DxD the first time around. Why? Because I didn't really like ecchi, and so I stereotyped it and ended up not enjoying it. But I just decided to reread the novel one day without judging it based on the aforementioned things and today, it's one of my favorite verses. I think myself a very big fool for not liking this verse earlier than I did. I can confidently say I regret how I handled it before. I've done the same for other ecchi verses, and I've discovered that they're genuinely fun for me. Now I wouldn't say I dislike ecchi anymore, which is the complete opposite of how I felt over a year ago. It's also the case with romance anime and manga. That's not to say I particularly like them though.
Same things with Issei. I can't stress how much I disliked him just over a year ago. A few people here know about it. But after letting go of the stereotyping and unnecessary hate, I reread the novel and he's now one of my favorite characters in the series. His narrations are funny too. I'd say the anime plays the biggest role in making people dislike him, as was the case for me. Personally, it's really not bad in the novel; he's even one of the top three characters among the novel readers.
So, from my own experience, I'd just advise you get into something without any form of prejudice and go from there. If you end up disliking it still, no problem. It's normal. Talking to Cal and his problem with haxxed characters and verses that happen to not be part of his favs.
