Nega-Chin would have to start with Power Nullification if he wants to get past that Regenerationn or just BFR him but does Nega-Chin start with those?
 
Actually yes. He started with power null against Timmy's parents and BFR against Francis, Vicky and Crocker.
 
How well does that powernull do against pure biological abilities?

First of all, the Nega-Chin ray looks strikingly similar to the heat vision. We can also see it has a lag behind it of sorts, and nothing seems to imply it is a FTL attack. Why does this matter? Because of SBA. We start from outside of their effective distance, which would scale to Dio's SRSE, which has been shown to slice through the clouds. This means when they approach each other, nothing is stopping Dio from punching a hole and slicing him in half from a distance, he can continually activate it (unlike Straizo) as shown when his head falls off.

So not only does he outrange and can kill Nega-Chin from a distance, but he explicitly does start using his mind control off the bat... just not on hamon users, presumably because resistance. He immediately used it when confronting Jack the Ripper and another little boy. Even if we downplay this and assume that he won't use it off the bat and Nega-Chin actually DOES get the power null ray off... uh? Did nobody else watch what @Efficente posted? It's a gradual loss of powers, over the course of at least five seconds. That's all the time in the world for Dio to turn on the mind-control or SRSE and one-shot the poor guy.

I'm sorry but I do not believe this to be a close fight at all. The null power ray seems slow, and even if it were FTL, this is speed equalized. Dio also holds the range advantage, the AP advantage, and if hit by the null power ray it clearly takes time for it to work.

I vote Dio 7-3 difficulty.
 
Good points, however it should be noticed some things; The power null still affected his opponents of equal speed before they could react, whereas Jonathan always reacted to the SRSE. Hamon users also not have mindhax resistance, it's just villain not using hax because plot. The gradual loss of powers also incapacitated them so they wouldn't avoid it, and I don't think five seconds it's an accurate timeframe given that Timmy's parents were MFTL.

Timmy's parents arent the brightest. They stood there and watched from a distance. Nothing about the attack implies it incapacitates and immediately nulls, but rather the opposite since they were clearly gradually losing their power.

Five seconds is the timeframe, it does not seem to be cinematic time of any sorts seeing as how Wanda could react and point it out, and both of them were talking while it was happening. If it was supposed to be instant/FTL speeds, then they would have treated it the same way they treat the instant destruction of Crimson Chin's heat vision and such.

Hamon itself has mind control properties, Jonathan can use it to mind control others. It's not too farfetched that the hamon in his body would override Dio's mind control in favor of his own. Go check out his profile.

Even best case scenario for Nega-Chin, he lands his null power ray. Dio still has roughly five seconds to one-shot him with SRSE or mind control him and get him to stop. Not close.
 
The first isn't even a good argument. They were fighting well, "stood there and watched from a distance" isn't accurate to an attack coming in a short period of time, they were both in pain & inside of a light aura which that followed the movement of his arms.

Timmy, Cosmo & Wanda literally decided to see a fight between many MFTL characters, this speaks well of their reactions, not the other way around. Do not ignore that he attacked them before they could react.

I was there when J-Man proposed that, but "It's not too farfetched" isn't enough at all. Hell does Dio even know that he has mindhax?
 
No, I watched the whole episode now. They stood there and let Nega-Chin monologue, before letting him land his attack on them. Look at their ******* faces. They are clueless and borderline idiotic. They could hear him announce his attack even while it was traveling towards them, made no attempt to dodge or anything. This is not what Dio Brando would do.

He did not attack them before they could react, he attacked them and they willingly didn't react. They heard his monologue about what attack was coming next, they should be fast enough to dodge it, and they still didn't move an inch. Call it character induced stupidity. It's just not a trait Dio would have. He would call the attack slow (like he did to Dire) and then proceed to cut him in half with SRSE.

Jonathan has mind hax on his profile. There is an explicit scan saying he controls the mind of another. Dio may have already tried it on Jonathan and realized his hamon was preventing it. Either way, Dio knows that hamon directly counters the influence and very essence of vampires and the undead.
 
I would also like to point out that the Nega-Ray takes a brief pause before it actually strikes the victim. As in it literally stops moving when in front of them, then proceeds to strike the target.
 
Let me illustrate how the fight would likely go down.

The Nega-Chin and Dio Brando have a little stare down of each other, both of them seperated by a large distance. They're both thinking to themselves how they're going to destroy the other.

Nega-Chin proceeds to run it down, closing the gap between him and his opponent. In doing so he enters Dio's range, who proceeds to use his Space Ripper Stingy Eyes to cut him down. Surprisingly, Nega-Chin somehow manages to evade such a hard to dodge attack.

Furthermore, he successfully clears the gap between them with relative ease. He's now in range to use his Nega-Chin-Power-Zapping-Ray. He blasts it from his eye sockets.

"WEAK WEAK WEAK! You fool, as soon as you paused to use your attack... you already sealed your fate!"

Dio simultaneously activates his SRSE once more. The Nega-Ray and SRSE cross over each other, both striking their intended targets...

Before the ray can take affect it awkwardly pauses in front of Dio, waiting for something. The same cannot be said with SRSE, which has now puncehd straight through Nega-Chin's kidney. By the time the Nega-Ray can actually hit Dio, he has already glanced upwards, causing the SRSE to follow and effectively bisect Nega-Chin entirely.

Honestly though, Nega Chin FRA. Dio's main advantages have always been time manip and speed, here he is equalized on the latter and gets power nulled on the former. He loses.
 
But by litteral mechanics alone, if Dio and Nega-Chin both shoot their respective laser/rays at each other, Dio will always hit and kill first.

Nega-Chin's ray takes a pause before striking its target. Dio's does not.
 
Even if you assume they hit each other at the same time, SRSE still manages to hit him in the lungs or other vital organs, causing an incap for Nega-Chin via inability to breathe and blood loss.

Unless he ignores pain or demonstrates such a tolerance, Dio will still manage to score a lethal blow first.
