Against the Dragon Ball verse, SCP-682, in my opinion, would be able to get all the way through to Super through dying in a select Universe, but his progress would likely be stopped at an advent such as a God of Destruction, to which, they could potentially erase him from existence. Angels, they would potentially stomp him, and GP would likely be a stomp. Against Zen-Oh, well, that's a... stomp if we include him.
Against the Pokémon verse, the lizard would be winning until the God Tiers such as Palkia, Arceus, Giratina, etc.
With the Narutoverse, if he starts at 8-C and gets all the way to getting killed, then he'd basically drag everyone down with him, so he'd sort of win because he can self-resurrect. Although, they could likely gang up and blitz him early enough before his adaptations and evolutions occur, even though they'd get taken down with him.
With the Masadaverse, even if he got into the 1-B category, any of the Hadou Gods could just one shot him. So he'd be stopped at any of the Hadou Gods or Gudou Gods. Some of the Legion Reincarnations and whatnot would also stop him if we went as powerful as possible for the Masadaverse as well.
I/O... no explanation needed. Even LEM/REM would likely be able to stop SCP-682 if it was in the net RPG Babylon.
All in all, without using the High Hyperverse Level, SCP-682 would lose against Dragon Ball, Pokémon, Naruto, Masadaverse and I/O if he is killed before the adaptations take place, otherwise, most of Dragon Ball and Pokémon would lose, and all of Naruto would lose if he had the Universal+ Death thing. Although, for the Masadaverse, if we didn't include the Outerversal entities, then he would win a vast majority, but if we included the 1-A entities, then they would just stomp him, and then go on to stomp the entire SCP verse. With I/O, it is just ricidicously overpowered to the point where even a character that exists within the digital world, aka LEM/REM would be able to defeat the lizard for good.
