As shown here , in cities time doesn't flow, but despite that, Link and EVERY other hylian can move just fine, showing that it's not just resistance to time stop, but indeed a speed feat for every hylian.

This is also consistent with Link being able to move inside Clocktown Tower, where time is stopped by the Happy Mask Salesman, the strongest character of the verse.

But the biggest proof isclearly this . As we can see, the sages clearly sealed Ganon into the void, and despite that, can still move and talk, clearly showing a feat of Infinite Speed.

I think you may be downplaying this, that's clearly infinite+ speed for everyone in the entire verse.
