He's only 2-B via summoning. They're both low 6-b here. I thought that kinda meant no summoning. I really didn't want to restrict it though, so hoopa can get some more fights on his profile.
 
If you wanna limit it to Low 6-B summoning, well, still Hoopa (Hoopa would win w/o summoning anyway), due to the Latis.

Hoopa controls them if what I am reading is true.

Can summon many legendary Pokémon from Latios and Latias to the sealed Creation Trio and control them for battle

Naruto's speeches are beyond 2-A level of mindhax, you'd need to try harder. He literally twists the plot with his words.
 
Since this is restricted, this doesn't go on the profile right? TBH, there should be a place where restricted wins go.
 
Tier jumping powers are allowed to be restricted (I still think that rule is stupid. Pretty sure the OBD allows that), so this would be allowed.
 
Well, if you are only restricting Hoopa to his Low 6-B summons it should be fine, since its an AP restriction.
