i dont know if theres much a gap in speed, but otherwise garou with adaptation and reactive evolution plus how adept to fighting and how he can so easily go from being overpowered to read his opponents moves and counter them within the fight, id give my vote for monster garou for this one.

Pretty sure that Power Null would disable Garou's reactive evolution. From there on, range spam.

Zygardefor the fact it can also adapt w/ camoflauge, power null, stat amping, para-hax. Garou's range is pretty useless here considering he is a martial artist.
